City council member is considering taking courses at a university in the same state 8 hours from his city. The courses are for a certificate program to be a Certified Public Manager. But the courses are mainly intending on giving him more information to serve him at being more informed and experienced as a council member. So the questions are:
1. Is the expense for the program deductible?
2. Would the travel expenses for the times he has to be on campus for the courses be deductible? He would have to travel approximately every other month for a year and be at the campus 1-3 days.

Travel for educational purposes is not deductible.
However, the cost of the tuition & fees, as well as any textbooks & materials purchased directly from the educational institution can either be deducted on Schedule A in the miscellaneous section (Line 23) or you can take the Lifetime Learning Credit for the expenses since the courses are leading to a certificate or degree. The LLC is taken by completing Form 8863 and it is non-refundable but it will reduce tax liability. You can claim one or the other of these two tax benefits, but not both.
