I am a contractor and I need to send a 1099 misc to a sub contractor that did work for me in 2016, but this individual passed away in June of 2016, can I still file this 1099 and send it to his last known address.

Yes, you should still file the 1099-MISC and distribute it the taxpayer's address. His wife or personal representative (next of kin or whomever else it may be) will file his final tax return for him and they will need that form.
