Great questions. Your Instant Issue Card that you receive in the tax office is active immediately. You do not have to call a number to activate it. If you are referring to a Personal Card that was mailed to you, then there is a sticker on the front of the card with instructions on how to activate your card.

I got my card in the mail today and since I don't have a working phone, I went online to the address shown (hrblock.com/emeraldcard) and it redirected me to h & r block account on which I did my taxes. I clicked on the "access card" since I did not see any other option to activate it and it asks me for my card number, pin number and cvi number. Well, I have two of those, no idea what my pin is. Would it be better to call, if I can get a phone to do so? I don't even know if my funds have been returned yet.
