In 2016, I started renting out a house I purchased in 2016. I used the H&R tax software tab for "Rental and Royalties" to enter in the information about my rental and expenses. I noticed under "Income Not Reported Elsewhere" there is a box for "For-profit Rental of Personal Property". Do you have to enter your rental income in both places in the program?

No. Only report it in the "Rental and Royalties" section. The "Income not reported elsewhere" topic is for rental of personal property (so, if you charged your neighbor to rent your snowblower over the winter), not real estate.
