I found a solution that worked for me at least. Here's what I did.
In Finder, go to Go--> Computer
Select your drive, then go to Users--> Shared
Right click on the H&R Block folder and click on Get Info
In the window that pops up, look at Sharing and Permissions at the bottom
My "everyone" was set to a Read Only privilege. Once I changed all of them to Read & Write, I reinstalled the software and it worked.
This idea came to me because I noticed that prior years had a folder in the H&R Block folder (I had a 2015 and 2016) but no 2017 folder was being created. That gave me the idea that maybe something was preventing the application installer from writing to that folder.
I hope this helps others that have been languishing in limbo hoping for a solution.

This solution outlined above (change permissions on Users/Shared/HRBlock (everyone) to read/write worked for me and solved my issue also. MacBookPro OSX 10.13.2

I'm glad to have found this and should have done so before calling 1-800-HRBLOCK.
I just wasted 45 minutes on the phone with some level 1 rep who initially wouldn't even help me since I'd bought the CD at Staples instead of directly ordering from HRB!! This was after I told her that I'd downloaded the software from the hrblock website twice and only then tried the copy on the CD - all with this same error.
After we got over that I was sent download links - these didn't work either. In the end I was "escalated" to a level 2 only to be told by that woman that she could not help me and that they would "open a case" and call me back in 48-72 hours.
In my own troubleshooting I noticed that no 2017 folder existed alongside the ones from 2009 and on but had not yet got to the file permissions on the parent folder. Mine are currently as described by others - system: Read/Write, wheel: Read Write, ,everyone: read only. I expect that changing the permissions as noted here will do the trick - it certainly makes sense.
But you'd think they would have this in their support cookbooks! It will be interesting to see what I get when/if they call me back.
P.S. I was thinking of copy/renaming one of the prior years' folders to see if that would work....but the permissions fix makes more sense.

I had the exact same situation to you. I recently bought an iMac and used a Mac Mini and a Mac Pro laptop 2 years ago.
My H&R Block folder didn't have a 2017 folder inside of it (just 2014 and 2015 from the years I used it), but after applying your fix it does now. I didn't even have to reboot or reinstall the program. Thanks so much for the help!!!!
