A state tax refund from last year is treated as taxable income this year.
What is the treatment for extra tax paid but not withheld last year? is it a deduction from this year's taxable income?

Hello, vsiimb, and welcome to the community.
State taxes paid in this year for a previous tax year are deductible, provided you are using Schedule A (itemized deductions). The taxes paid would be entered on line 5, along with this year's state tax withholdings.
