Can a loss on a cash-in-lieu for fractional share trigger a wash sale?

This hasn't happened to be before, but I'm just wondering:


Imagine you own some stock that underwent a merger/spinoff/split and you received a cash-in-lieu for fractional shares. Lets assume you calculated the basis for this fraction, and it's higher than the CIL, so the CIL is technically a loss.


If you buy new shares within the wash period centering around the CIL, was the CIL a wash sale?
